I'm hot, tired, and have a head-ache, so I understood about 80% of what
you are talking about.  I'll give it my (weak) yes vote.  Mainly because
Pm suggested it, so it must be a good idea.  But also from what I did
understand, allowing you to provide "alt text" seems logical (and
natural, since that's already available in [[WikiLinks Alternate Text]]
and {{Free Link} Alternate Text} (I think that syntax is correct, but I
can't be sure since there's no preview button in my email program :).

Regarding the mention of interim .. and using config.php instead of
intermap.  I'm in favour of that also.  I never use the intermap markup
for a few reasons:
* i don't really need it
* because i don't really need it, I don't really understand it (or why
anybody would need it)
* lastly (but more importantly), it's "just one more place to configure
stuff".  I prefer to make all my configuration adjustments in "once
place" .. so config.php seems like the most logical place.  I like it.

I'd feel a whole lot better if it was in square brackets, like:

/></a>"]]

But that's just me.

Overall, everything sounds good!
