Great idea! I suggest lower than <h2>, probably <h4>.
When you load a skin without stylesheet support it can look
presentable with <h4> headers in the sidebar.

This will affect all skins, so skin authors should be encouraged to
provide sidebar style support for other headers than <h1>, and I like
to suggest encourage the use of <h4> instaed of <h1> in sidebars,
since the default size of it is about right for a sidebar menu.
