This is (will be) fixed in 2.0.beta21 as soon as I release it -- see
http://www.pmwiki.org/wiki/Test/TableCellSpace for proof that it is
placing &nbsp; in both <th> and <td> cells.  

If it's *not* working on that page, let me know so I can get it fixed
for the beta21 release!
