WAMP Server (http://www.wampserver.com/en/index.php) is nice that way:
you can install the services to run all the time, or start it
manually, and control it all from a tray icon.

For a standalone distribution, what about lighttpd?
(http://lighttpd.net/)  Also, it'd be important to have easy ways to
start up and shut down PmWiki, or to have the webserver running as a
service.
