What about extending this even further such that there is a Farm 
group that is shared by all the wikis in the farm?

I know this is possible to do already, but it struck me that it might 
be useful to have a "standard" farm-wide group of pages. I have not 
thought through the implications of editing those pages, but off the 
top of my head I would be inclined to treat them like 
"farmconfig.php". Only the administrator with access to the farm 
files can edit them. (Otherwise, they are just a glorified wikilib.d/).

Just thinking out loud here - probably a bad idea on an empty stomach.
