Sounds reasonable to me. I suggest putting both of them on the actual wiki 
page however, but with one of them inside a comment. This way it's very  
easy for an administrator to change this. I.e. something like

	(:if true:)
	* Create the page [[Test77.Test77?action=edit]]
	(:ifend:)
	(:if false:)
	* Create the page [[Test77.Test77?action=edit]]
	(:ifend:)
