Yes, with UTF8, there is only one charset usable by a lot of languages,
but there is always a lot of different languages. So even if each
language uses UTF8, we need to translate strings and pages for each
language.

I agree to play with you if rules are clear. Because I am lazy : I
like to automate things (when I converted french pages to utf8, I was sure
that everything was fixed - except cookbook that I don't use), and I hate
to make twice the same work ! :-)
