You might also want to try PhotoFiltre 
(http://photofiltre.free.fr/frames_en.htm), which provides pretty 
sophisticated functions, without the UI complexity of Gimp -- the free 
version is fine for pretty much everything a 'normal' person might need.

Also, Paint.NET (http://www.getpaint.net/) is supposed to be good (and 
free), but requires Microsofts .NET framework. I've not tried this to 
compare to PhotoFiltre.
