can you please double check   Site.GroupAttributes,
perhaps even open the page file in wiki.d/ folder
with  a text editor, it should have something like this
(among other things):

name=Site.GroupAttributes
passwdattr=@lock
passwdedit=@lock
passwdread=@nopass

I can only think that @nopass is not set for read
in Site.GroupHeader
