Yes.

#1 would still work as a local customization and is completely
compatible with #1b, so rather than introduce #1 into PmWiki at all,
I'd just leave it as a local customization.

But there is still an open question as to whether or not this interpretation
of backticks should become part of standard PmWiki.  :-)
