Currently PmWiki assumes that when a page links to a category, that it
*belongs* in that category...but it isn't always so!  We've got at
least two possible intentions:

1. Assigning a page to a category: I want to assign a page to category
XYZ, so I tag or label it with [[!XYZ]].  I probably want this to also
function as a link to the category page for XYZ so that people can
find related material easily.

2. Just linking to a category page: I want to link to the category
page for XYZ for some reason, but I *don't* want to tag the page as
being part of category XYZ.  In this case, I'd use normal link markup,
e.g. [[Category/XYZ]].
