Along the lines of what Neil just mentioned, note that "simple"
and "advanced" doesn't neatly divide into "authors" and "administrators".
We have things that are "advanced authoring" and others that are
"basic administration".

I'd say that if we do go with placing administrative docs in
a separate group, that the group is still part of the distribution
(in wikilib.d).
