A Categories page does not need to exist in order to get a list of
pages linking to the page. They work fine as "ghostpages"!
But if you want a list of all the pages in the Categories group, i.e.
a list of categories, then you need to have actual pages.

There is a recipe to auto create pages in the Categories group, see
http://www.pmwiki.org/wiki/Cookbook/AutoCreateCategory

I don't know if this idea can be or has been expanded to Tagger
categories, i.e. to multiple category or tag groups, or indeed if we
have another mechanism for autocreating category/tag pages.
